DoPPW Prepares Nationwide Digital Life Certificate (DLC) Campaign 4.0 – November 2025

The Department of Pension & Pensioners’ Welfare (DoPPW) has initiated preparations for DLC Campaign 4.0, scheduled from 1–30 November 2025 across 1,600 districts and sub-divisions. Campaign 3.0 generated 1.62 crore digital life certificates, including 50 lakh via face authentication, and conducted 1,900 camps in over 800 districts. Building on this, Campaign 4.0 will set daily DLC targets, expand doorstep services for very senior and differently-abled pensioners, adopt the NIC DLC Portal for real-time monitoring, and run a broad awareness campaign in October via SMS, WhatsApp, and local media.

Beyond its operational scope, the initiative has strong policy relevance: it exemplifies India’s digital governance reforms, ensures social protection for the elderly, fosters multi-agency coordination (DoPPW, banks, IPPB, PWAs), and advances data-driven service delivery. By emphasising inclusion and accessibility, it creates a scalable model for other welfare programmes under Digital India.
