India Re-elected to ICAO Council for 2025–28 with Stronger Mandate

On 30 September 2025, India was re-elected to the International Civil Aviation Organization (ICAO) Council for the 2025–28 term, securing more votes than in the previous election. India continues in Part II of the Council, which is reserved for States making significant contributions to international air navigation infrastructure. The outcome reflects global confidence in India’s growing aviation sector and its leadership role in shaping safety, connectivity, and sustainability standards.

India’s campaign combined Civil Aviation Ministry outreach and diplomatic support from the Ministry of External Affairs, underscoring aviation’s importance to India’s external engagement. With air passenger traffic expected to double by 2030, India’s position in ICAO will strengthen its ability to influence emerging norms on green aviation, safety systems, and global connectivity frameworks.

Membership bolsters India’s leverage in global negotiations on aviation emissions (CORSIA), safety protocols, and digital air navigation systems, aligning with the country’s goals under the National Civil Aviation Policy and climate commitments.


What is ICAO? → The International Civil Aviation Organization is a UN specialised agency (founded 1944) that sets global standards for aviation safety, security, efficiency, and environmental protection.

What is CORSIA? → The Carbon Offsetting and Reduction Scheme for International Aviation, adopted by ICAO in 2016, requires airlines to offset CO₂ emissions above 2020 levels through carbon credits or green projects. It began with voluntary phases (2021–26) and becomes mandatory for most countries from 2027, shaping aviation’s path to climate neutrality.
