Indian Railways & Indian Army: Framework of Cooperation for Agniveers

Indian Railways and the Indian Army have launched a "Framework of Cooperation" to expand post-retirement employment opportunities for Agniveers and serving Army personnel transitioning to civilian life. The initiative introduces specific horizontal reservations in railway recruitment, earmarking 10% of Level-2 and above posts and 20% of Level-1 posts for ex-servicemen, with a further 5% and 10% respectively reserved for ex-Agniveers. In the 2024–25 period alone, Indian Railways has reserved 14,788 posts for ex-servicemen across its vacancy notifications. To expedite engagement, the Ministry has also decided to recruit over 5,000 ex-servicemen as ‘Pointsmen’ on a contract basis, leveraging the technical competence and discipline of veterans to address immediate operational needs. This framework provides the "Technical Fidelity" for a structured transition from military to civilian careers, supporting broader national goals of infrastructure development and security coordination.

Key Pillars of the Railway-Army Cooperation Framework

  • Dedicated Recruitment Reservations: Provisioning 10-20% horizontal reservation for ex-servicemen and 5-10% for ex-Agniveers across Level-1 and Level-2 railway posts.

  • Immediate Contractual Engagement: Addressing vacancies by recruiting 5,000+ ex-servicemen as Pointsmen at the Zonal and Divisional levels via MoUs with Army organizations.

  • Skill-Sharing & Education Partnership: Promoting specialized training and skill-sharing initiatives through Memorandums of Understanding with Gati Shakti Vishwavidyalaya.

  • Strategic Logistics Coordination: Strengthening long-term collaboration in troop movement and logistics via Dedicated Freight Corridors and strategic rail links like Udhampur–Srinagar–Baramulla.

  • Leveraging Veteran Discipline: Utilizing the operational and managerial experience of young retirees to strengthen the efficiency of national railway infrastructure.

What is the "Pointsmen Contractual Engagement"? The Pointsmen Contractual Engagement is an immediate-action mechanism where Indian Railways recruits ex-servicemen on a temporary basis to fill Level-1 vacancies. It provides the "Mechanical Fidelity" for Railways to maintain operational efficiency while regular recruitment through RRBs/RRCs is being processed. By entering into MoUs at the Divisional level with Army organizations, Railways ensures "Implementation Fidelity" in rapidly onboarding disciplined veterans who possess the required technical and physical fitness for critical safety roles in the rail network.
