Indian Railways: Launching RailTech Portal and e-RCT System

The Union Minister for Railways, Shri Ashwini Vaishnaw, has announced the RailTech Policy and the e-RCT System as Reform Number Three and Four under the "52 Reforms in 52 Weeks" initiative. The RailTech Policy introduces a dedicated "RailTech Portal" to systematically engage innovators and startups, shifting away from rigid vendor specifications toward an innovation-driven framework.

Simultaneously, the e-RCT System initiates the complete end-to-end digitisation of the Railway Claims Tribunal (RCT), enabling 24×7 e-filing, online hearings, and paperless adjudication across all 23 benches nationwide. These reforms provide the "Technical Fidelity" needed to integrate AI-driven solutions—such as elephant intrusion detection and drone-based track monitoring—while ensuring "Implementation Fidelity" in providing faster, transparent justice to aggrieved passengers.

What is the "e-RCT System"? The e-RCT (electronic Railway Claims Tribunal) System is an integrated digital platform that connects all 23 RCT benches across 21 cities on a single database. It provides the "Mechanical Fidelity" for 24×7 e-filing of compensation claims for death, injury, or loss of goods, regardless of the claimant's location. By introducing digitally signed records and automated alerts, the system ensures "Implementation Fidelity" in the adjudication of claims, significantly reducing pendency and accelerating the delivery of justice to rail passengers.
