Ladakh Motor Vehicle Scrapping Policy 2025 To Reduce Pollution and Promote Vehicle Modernization

SDG 11: Sustainable Cities and Communities | SDG 13: Climate Action

Ministry of Road Transport and Highways MoRTH | Union Territory of Ladakh

The Union Territory of Ladakh has approved the Ladakh Motor Vehicle Scrapping Policy, 2025, aligned with the central government’s Voluntary Vehicle-Fleet Modernization Program (V-VMP). The policy aims to phase out old, unfit vehicles to reduce pollution, improve road safety, and promote the use of cleaner, fuel-efficient vehicles.

The policy encourages the establishment of Registered Vehicle Scrapping Facilities (RVSF) to ensure eco-friendly dismantling and disposal of end-of-life vehicles. Incentives such as motor vehicle tax concessions and registration fee waivers are planned to motivate vehicle owners to participate in the scrapping program.

This move supports environmental sustainability, economic growth through increased automotive industry activity, and a circular economy by promoting vehicle recycling in Ladakh.

Relevant question for policy stakeholders: How can the Ladakh Motor Vehicle Scrapping Policy model be replicated in other Union Territories and hill states to enhance environmental sustainability and road safety?
