SDG 1: No Poverty | SDG 8: Decent Work and Economic Growth

Ministry of Rural Development MoRD | Government of Andhra Pradesh | Government of Bihar | Government of Telangana | Government of Jharkhand

The Ministry of Rural Development has signed five Memoranda of Understanding (MoUs) with the National Institute of Rural Development and Panchayati Raj (NIRD&PR), Hyderabad, and four State Rural Livelihoods Missions (SRLMs) of Andhra Pradesh, Bihar, Jharkhand, and Telangana under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM).The partnerships aim to strengthen capacity building, leadership training, and thematic resource pools for rural livelihoods, while also documenting best practices and providing strategic technical support.

The MoUs acknowledge the pioneering work of these states in digitisation, with Bihar also recognised for its interventions in Food, Nutrition, Health, and WASH (FNHW). NIRD&PR will provide technical and strategic support to community institutions, enhance livelihood opportunities, and promote digital and social inclusion. A key element of the collaboration is the use of LokOS, a digital platform enabling better governance, accountability, and seamless financial integration of Self-Help Groups (SHGs) and their federations. By deepening community participation and digitisation, the initiative aims to accelerate rural transformation and empower SHG women across the four states.

This collaboration underscores the importance of combining community-driven development with structured technical support and digital innovations. Strengthening rural institutions through capacity building and platforms like LokOS enhances governance, transparency, and self-reliance -critical for scaling DAY-NRLM nationwide.

Relevant Question for Policy Stakeholders:
How can the Ministry of Rural Development scale digital platforms like LokOS across all SRLMs while ensuring equitable access and capacity support for SHG women in less digitised states?
