National Initiative on Water Security Launched via MGNREGA, Mandating Water Projects Across Rural Blocks

The Union Government has launched a National Initiative on Water Security, amending the MGNREGA framework so that a fixed portion of funds must now be allocated to water conservation and harvesting works. In ‘over-exploited’ / ‘critical’ rural blocks, 65% of MGNREGA funds will be dedicated to water-related works; in ‘semi-critical’ blocks, 40%; and in blocks without water stress, at least 30% will go toward such activities.

The objective is to tackle depleting groundwater levels, rejuvenate rivers, and shift from reactive to preventive water management. The change is incorporated into the Schedule of the MGNREGA Act to institutionalise prioritisation of water works.

Redirecting a guaranteed share of rural employment funds to water conservation can help ensure long-term water security, groundwater recharge, and resilience to droughts, especially in water-stressed states. This approach links rural livelihood schemes with ecological restoration, aligning with India’s climate, water, and agricultural sustainability goals.

What Water Conservation Works Qualify Under MGNREGA?

Under MGNREGA, water-related works include activities such as:

  • Check dams, ponds, and percolation tanks for rainwater harvesting.

  • Desilting of tanks, canals, and traditional water bodies.

  • Groundwater recharge structures like recharge pits and soak wells.

  • Irrigation channels, field bunding, and watershed development.

  • Plantation and afforestation works that improve water retention.

These projects are labour-intensive, provide rural employment, and build long-term water security in stressed regions.
