NITI Aayog Pushes University-Industry-Government Collaboration to Improve Ease of Doing R&D

NITI Aayog’s Eighth Regional Consultative Meeting on “Ease of Doing R&D” in Thiruvananthapuram emphasised accelerating India’s innovation system by strengthening the University-Industry-Government (UIG) ecosystem. Anchored in NITI Aayog’s ROPE Framework (Removing Obstacles, Promoting Enablers), the consultation focused on breaking institutional silos, improving governance pathways for research collaboration, and driving science-led development aligned to citizens’ needs.

The meeting produced several key recommendations and achievements aimed at boosting research impact:

  • Systemic Integration: There was a strong call to strengthen the University-Industry-Government (UIG) ecosystem and foster greater data sharing across institutions, moving beyond existing organizational silos.

  • Talent Mobilization: A specific achievement highlighted was the recommendation to leverage the expertise of the retired scientific talent pool for mentoring and research guidance.

  • Policy Alignment: The meeting emphasized that “Ease of Doing R&D” is intrinsically linked to the “Ease of Living” for citizens, underscoring the need for science and technology to align with people-centric development. Kerala’s Governor reinforced the idea that regionally rooted innovation ecosystems, where “State development will lead to national development,” are essential.

  • Streamlining Processes: The meeting stressed the necessity of promoting supportive mechanisms like flexibility, inter-agency collaboration, and capacity enhancement to create a conducive environment for scientific progress.

This ongoing consultative process underscores the government’s commitment to transforming the R&D landscape from a compliance-heavy, siloed system into an agile, innovation-friendly environment. By integrating regional needs and emphasizing industry partnerships, the strategy aims to accelerate the translation of scientific research into industrial innovation and socio-economic progress across States.


What is the “ROPE Framework” for R&D? → The ROPE (Removing Obstacles, Promoting Enablers) Framework is NITI Aayog’s guiding strategy for systemic reform of the R&D ecosystem. It is a dual-pronged approach that simultaneously identifies and removes institutional barriers (such as bureaucratic hurdles, procurement delays, and slow funding disbursals) and promotes supportive mechanisms (such as inter-agency collaboration, performance-linked funding, and greater flexibility for researchers).
