The Telecom Regulatory Authority of India (TRAI) has released its performance indicator report for the final quarter of 2025 (October–December), revealing that India’s internet subscriber base has surpassed 1.02 billion. As of December 31, 2025, total internet subscribers reached 1,028.61 million, a 1.06% quarterly growth driven primarily by a 1.18% surge in broadband users.

While the wireless segment dominates with 983.29 million users, the wireline sector also showed resilient growth, increasing by 1.62% to reach 47.37 million. The report highlights the "Technical Fidelity" of India's digital expansion, noting a continued shift from narrowband to high-speed broadband, which now accounts for 97.9% of all internet connections.

Key Pillars of Telecom Performance (Q3 FY25)

  • Internet Penetration Milestones: Total internet subscribers rose from 1,017.81 million (Sep-25) to 1,028.61 million (Dec-25).

  • Broadband Dominance: High-speed broadband subscribers reached 1,007.35 million, while narrowband users declined by 4.18% to 21.25 million.

  • Wireline Resilience: Total wireline subscriptions grew by 1.62% to 47.37 million, signaling sustained demand for fixed-line fiber connectivity.

  • Network Infrastructure Mix: The wireless internet base stands at 983.29 million, supported by a wired internet foundation of 45.32 million users.

  • Broadcasting & Cable Trends: Compilation of parameters for DTH, Cable TV, and Radio services to provide a holistic view of the communication and media ecosystem.

  • Quality of Service (QoS) Compliance: Performance benchmarking against key TRAI standards to ensure service reliability for the billion-plus user base.

What is the "Broadband Shift"? The "Broadband Shift" refers to the mechanical transition of the user base from narrowband (low-speed) to high-speed broadband connectivity. This transition is a functional prerequisite for the "Implementation Fidelity" of digital services, as modern applications like telemedicine and e-education require specific latency and bandwidth thresholds. By the end of 2025, the report shows that the vast majority of the internet population has successfully migrated to high-speed infrastructure.

Policy Relevance: Digital Infrastructure and Economic Resilience

  • Internalizing High-Speed Growth: The 1.18% growth in broadband users acts as a primary mechanic for projecting sustained growth in the digital services sector, which now underpins GST and fintech volumes.

  • Operationalizing Infrastructure ROI: The continued rise in wireline and broadband subscriptions provides the "Technical Fidelity" needed for investors to justify further capital expenditure in the National Optical Fibre Network.

  • Bypassing Bandwidth Bottlenecks: The 4.18% decline in narrowband users serves as a functional solution for "Digital Inclusion," indicating that even lower-income tiers are successfully transitioning to high-speed tiers.

  • Mechanical Link to Spectrum Efficiency: The report's data on subscriber density acts as a prerequisite for the DoT to refine future spectrum auction plans, ensuring that supply matches the growing demand for wireless data.
