TRAI Proposes New Interconnection Rules for Addressable Systems

TRAI has released a draft of the Seventh Amendment to the Telecommunication (Broadcasting and Cable) Services Interconnection (Addressable Systems) Regulations, 2025. Addressable systems are digital TV distribution platforms such as DTH, digital cable with set-top boxes, and IPTV, where content is delivered individually to subscribers using conditional access. Unlike analogue cable that broadcast the same feed to all, addressable systems let viewers choose and pay only for specific channels. Key proposed changes include clarifying interconnection obligations, technical standards, and processes for negotiation and dispute resolution among broadcasting and cable / addressable operators.

These amendments are significant for ensuring transparency in content carriage deals, balancing negotiation power between large broadcasters and smaller distributors, and safeguarding consumer interests in terms of price and choice. They also influence competition in India’s fast-digitising broadcasting ecosystem.
