UNDP Framework Links Green Hydrogen Policy to Jobs, Equity and Sustainability

SDG 7: Affordable and Clean Energy | SDG 9: Industry, Innovation and Infrastructure

The UNDP report “Navigating the Currents of Green Hydrogen Toward a Human Development-Centred Framework” (September 8, 2025) presents a policy framework for equitable green hydrogen deployment. It introduces a 3P approach - People, Planet, Prosperity - arguing that hydrogen policies must advance energy access, empower labor through upskilling, and support resilient electricity systems (People); enforce safeguards around land use, water, biodiversity, and critical minerals with circular economy models (Planet); and integrate hydrogen into industrial planning, foster local value addition, and avoid technological obsolescence via phased investment (Prosperity). The report underscores that without inclusive planning, transparent governance, and context-specific design, green hydrogen investments risk deepening inequalities and environmental strain.

Relevant question for policy stakeholders:
How can countries integrate the 3P framework into national hydrogen strategies to ensure a just, sustainable transition that supports livelihoods, safeguards ecosystems, and builds local industry?
