UNHCR: Uganda Upholds Open-Door Refugee Policy Amid Critical Funding Shortfall

Despite facing acute resource shortages, Uganda continues to provide sanctuary to nearly two million refugees, over half of them children, amid daily arrivals averaging 600 people from Sudan, South Sudan, and the DRC. Overcrowded reception centers, stretched health and education services, and surging malnutrition among children under five underscore the humanitarian strain . Funding for the Uganda Country Refugee Response Plan remains dire, only 9% received for Q1 2025, with protection and nutrition facing steep declines. Even as Uganda sustains its inclusive refugee framework, UNHCR warns that emergency assistance may collapse by September, risking deeper deprivation among refugees and host communities.

Relevant question for policy stakeholders: How can India strengthen India–UN–refugee partnership mechanisms to support host countries’ inclusive policies sustainably, ensuring that protection systems do not collapse under fiscal stress?
