Universal Postal Union Highlights Indian Startup Model Linking Village Shops to National Postal Network

A feature by the Universal Postal Union (UPU) highlights ElasticRun, a Pune-based logistics platform that connects rural kirana shops and gig deliverers through a shared digital network to handle e-commerce and essential-goods distribution in hard-to-reach areas. Using AI-based routing and real-time tracking, ElasticRun maintains a 99.96 % delivery-closure rate, offering a low-cost, inclusive logistics model that complements formal postal systems.

While ElasticRun operates independently of India Post, the UPU positions it as a demonstration model for how national postal networks can evolve. The example suggests that postal institutions could partner with or replicate such community-based, technology-enabled delivery systems to modernise their own last-mile operations. For India Post, which already provides universal physical reach, integrating digital logistics platforms could enable hybrid public-private fulfilment, supporting e-commerce, remittances, and financial inclusion without heavy capital expenditure.

This case underscores how India Post’s modernisation under Digital India and PM Gati Shakti can move from infrastructure expansion to platform integration and rural inclusion. By collaborating with community-based logistics innovators, India Post can transition from a traditional mail carrier to a universal service and digital-commerce backbone, extending financial access, small-business participation, and last-mile reliability across rural India.


What is PM Gati Shakti? → A national master plan launched in 2021 to integrate transport, logistics, and infrastructure planning through a single digital platform. It brings together ministries and private stakeholders to improve coordination, cut logistics costs, and boost last-mile connectivity. For postal and delivery systems, it provides the digital mapping and interoperability backbone for efficient multi-modal distribution and data-driven route planning.
