USITC Retains Anti-Dumping Duties on Hot-Rolled Steel from India and Other Countries

SDG 9: Industry, Innovation and Infrastructure | SDG 16: Peace, Justice and Strong Institutions

Ministry of Commerce and Industry MoCI

The U.S. International Trade Commission (USITC) has concluded its five-year (sunset) review and affirmed that revoking anti-dumping duties on hot-rolled steel imports from India, China, Indonesia, Taiwan, Thailand, and Ukraine would likely result in continued material injury. Consequently, existing anti-dumping and countervailing duties, including those specific to India, will remain in place. The decision ensures that Indian exporters continue to face U.S. duties on hot-rolled steel. The full report, detailing the Commission’s rationale, will be published by 3 October 2025.

Relevant question for policy stakeholders: How should Indian trade policy adapt to sustained U.S. tariffs on steel—through diversification of export markets, value-added manufacturing, or revision of domestic support for steel exporters?
